A woman's body is her temple. Dressing inappropriately in public can send the wrong message. Some men don't realize a woman's body parts are not public property and may approach her in a very demeaning way, and get all touchy feely when she doesn't even know him.

Women with lots of dough and no man are notorious for being underdressed. They're lonely and rich and figure that money can buy them love. Of course, this only applies to rich women. It takes money to "appear" in shape, you know, the liposuction, boob jobs, and botox. If you got it, flaunt it, even if you bought it. It's paid for, so it's yours. . . at least that's what they say.
